Unless you have to avoid this. It can be done from the server Administrator though easy enough. after publishing your site you will have to simply go into the IIS Control panel and import the .htaccess file into the IIS module for URL Re write. voila your up and running.
If your forced to use windows servers as some of us are its not that hard to do but your going to need to have access to the Administrator to help unless they have a control panel setup for you to do this.
